Update test-case content

Replaces manual content for a case in the authenticated project.
VERSION checks that versionNumber still matches the latest version; a stale base returns 409.
REF needs refType and refName. Omit mode for LATEST.
Writes can target only the configured default repository ref; other refs return 400.
The repository must support versioned authoring and accept the content and workspace selection.
Repository state, credentials, and readiness can prevent the write.
A taskResource can describe queued publication; HTTP 200 does not mean repository publication has finished.
Requires the TestCase:Update permission.
