Creates dataset metadata and an empty Storage artifact.
The dataset name must not be blank.
Names must be unique by exact spelling in the project. Letter case matters.
A project can contain up to 200 datasets.
Dataset limit errors use code suffix 2702.
Upload dataset rows to Storage with the returned contentReference.
The artifact status starts as PENDING.
Requires the TestCase:Update permission.
