Reads the saved case content for this suite-linked occurrence, not the
latest editable Test Management case. Requires TestRun:Read. A 409
MANUAL_CONTENT_NOT_READY response means content is still being prepared;
retry later with a bounded retry policy. Content that cannot be resolved
is not replaced with the latest case version. When saved content is
missing but can be prepared, this GET can queue background preparation
before returning 409.
