Unlinks test cases from an ALM-synchronized requirement's external issue. Requires TestCase:Create and all cases must belong to this project. Send a JSON body even though this is DELETE. Without an external issue, the request makes no linkage change. Changes may appear after the next ALM sync; a successful response does not promise an immediate linkedTestCaseCount change.
