Links test cases to the requirement's synchronized ALM issue. Requires TestCase:Create and all cases must belong to this project. Only ALM-synchronized requirements with an external issue can receive links; a success response without an external issue does not mean links were created. Links may appear after the next ALM sync; a successful response does not promise an immediate linkedTestCaseCount change.
