Download a file by file-handle ID

Reads a file handle that the caller can access. In cloud storage, a
successful request redirects to a signed download destination. Do not
forward the API key when requesting that destination. Some deployments
stream file bytes directly instead. In that direct-stream mode, if
If-None-Match matches the file hash, the response is 304 with no body.
