Starts the caller's timer for this iteration. The request is idempotent.
It pauses that caller's timer on other rows of the same case and
environment. Other callers' timers remain unchanged.
The run must be open. Starting a timer on an ended run returns 400.
Requires the TestRun:Update permission.
