Creates an AUT in the account. A new AUT is not TrueTest-enabled. The call
also creates a matching TrueTest record. isDefault is a string ("true" or
"false"), not a boolean. Setting it to "true" clears the default on the
other AUTs in the account. Requires the Aut:Create permission.
