Get test-case content

Returns manual content for a case in the authenticated project.
Use LATEST, a VERSION number, or a repository REF.
VERSION needs versionNumber; REF needs refType and refName.
A fallback read can return a null testCaseVersionNumber.
Requires the TestCase:Read permission.
