Returns a signed URL and file name for a ready, uploaded app. It returns
neither the app file nor run outputs. The service checks organization
membership and, when both project IDs exist, requires a project match.
The service rejects dynamic apps and apps without a ready stored file.
Requires the Application:Read permission.
