Cancels a test run that has not finished. Call it when your CI step reaches
its deadline, so that the run stops using execution capacity. The run then
shows stage: CANCELLED.
Do not send startTime. With it, {id} is read as a scheduler ID and the
request skips a future occurrence instead.
Requires the TestRun:Update permission.
