Updates the status or assignee.uuid field, or both. Every request must include assignee.uuid.
To change only status, send the current assignee UUID to keep the assignment. Send null only when the requirement is unassigned.
A non-null assignee UUID must identify a member of this project. An invalid assignee returns 400 with Invalid assigned user.
Requires the Requirement:Update permission.
