Returns non-archived projects available to the caller. Requires
Project:Read. Account-level Project:Manage can allow a broader list;
otherwise results are restricted to project membership.
Use query to filter or paginate. To read one known project, filter
id with EQ; the response remains a list, and an unavailable project
produces no matching entry. To find a name, filter name with CONTAIN.
URL-encode the JSON query value. Advance offset by limit until all
matching entries have been read. total is the matching count, not
the number of entries in the current response.
