Requires Requirement:Read and an integration belonging to the current
project. Returns provider attachment bytes, not attachment metadata or a
Katalon Storage resource. This operation does not apply the same
active-integration lookup as issue reads and comment creation; provider
access and the integration's stored credentials must still permit download.
